the d.c. sniper case. >> after scattered shootings here and elsewhere, four people were shot in just for hours on october 3 -- two hours on october 3 all in montgomery county. kristin fisher is live in silver spring with more. >> reporter: this is the scene of the third shooting of the morning ten years ago today. a housekeeper was just reading a book sitting on a bench outside this restaurant in silver spring when she was shot and killed. no one knew what to make of it. in fact the first person to call 911 callly thought it was a suicide. listen to the 911 tape. >> yes. >> i need an ambulance and police at leisure world plaza at the -- by the post office. a girl just shot herself. >> that caller thought it was a suicide but a second 911 caller wasn't so certain. >> you don't see a weapon?

>> no. >> as soon as we realized it was not a suicide, it was apparent it was not a suicide, then we start thinking this is not -- there's something unusual happening here. >> reporter: that was tom carr, the former montgomery county fire chief. he said the shooting that happened here, the third one of the morning was when everyone knew something was seriously wrong, that someone was targeting innocent random people. for the next 23 days, we were all stalked by a pair of snipers. we hid behind gas pumps while fueling our cars. we ran into stores and zig- zagged through parking lots while running errands. our kids weren't allowed to play outside. in total ten people were killed and three other victims critically injured in the d.c. area before police finally arrested john allen mohammad and lee boyd malvo. mohammad was executed three years ago but malvo was sentenced to life in prison without the possibility of parole. last week he gave an exclusive interview to "the washington

post" about why he did what he did ten years ago. i'll have excerpts from that interview coming up in half an hour at 5:30. mike, andrea? >> kristin fisher. we're all remembering where we were and how we felt about the time of ten years ago. a man prosecutors call a known member of the crypt gang has been convicted in montgomery county. investigators say 22-year-old tayshon powell instigated and took part in an attack last april. the victim reportedly showed up at a germantown parking lot to settle a beef over a girl when he was beaten up. prosecutors say a woman in the group recorded the attack and then uploaded it to facebook. powell's grandmother calls his conviction on assault and robbery charges a case of racial profiling. he's scheduled to be sentenced in december. six other defendants took plea deals. it locks up your computer screen and makes you believe you're getting a message from the f.b.i. but it's really an e-mail scam trying to steal your money. peter walden got a message on

his computer saying the f.b.i. had blocked his computer claiming he had done something illegal online. but walden got a little bit suspicious when the message also said to unlock his screen, he had to make a $200 payment with a prepaid money card within the next 72 hours. then he noticed the message heading that read federal bureau investigation, not federal bureau of investigation. an f.b.i. spokeswoman said the bureau never asks americans for money. the d.c. council has introduced what would be a landmark amendment to the city's charter. it would grant the district government the power to spend local tax dollars without congressional approval. the council plans to vote on this by december. then it would go before d.c. voters next spring. if passed, congress or the president could still squash it while the entire council signed on to the deal, d.c. delegate eleanor holmes norton opposes it. she says she'll keep pushing congress to pass a budget economy bill. five minutes after 5:00. time for the latest your money

year-old housekeeper was sitting reading a book outside the scripps and -- crisp and juice restaurant when she was shot. no one knew where the snipers would strike next. >> you didn't want to go outside. >> a lot of parents i can remember them, it reminded me of 9/11. everyone was afraid. >> reporter: finally after three weeks of terror, police arrested john allen mohammad and lee boyd malvo. mohammad was executed in 2009 but malvo is still in prison. he spoke to "the washington post" about why he did what he did and how he felt about it a decade later. it was a disturbing interview and he recalled the moment when linda franklin, one of the victims was shot and killed outside a home depot. he described the husband's

eyes. he said it was the worst sort of pain i've ever seen in my life. life. you feel like the worst piece of scum on the planet. so bizarre, almost surreal to hear about what he was thinking as he was doing what he was doing ten years ago today. malvo has been sentenced to life in prison without the possibility of parole. mike? >> thanks, kristin. kristin fisher live this morning. today a civil lawsuit over a deadly crash is scheduled to go to trial. rico richardson was the only survivor from a fiery crash in chevy chase circle. the lawsuit filed on his behalf claims police caused the crash last march when they rammed the vehicle. police pursued the car after derping it had been stolen. the two young men in the back seat died when they couldn't escape the burning car. the driver also died. after the crash police say they had no evidence any patrol car had come in contact with that

stolen toyota echo. richardson facing criminal car theft charges. the department of homeland security is disputing the findings about multibillion dollar information sharing program created after the 9/11 attacks. the bipartisan senate review says the program improperly collected information about innocent americans. congressional researchers also say it produced little valuable intelligence on terrorism. good morning. it's 5:35. if you're just waking up it's time for another your money report. >> jessica doyle is back and she's talking about babies. >> you may be wondering what does a your money report have to do with babies, the cute littleburgly babies. turns out there's a real connection between how we feel about our money situations and whether we think we can afford to start or expand our families. because ever the weak economy, the american birth rate fell for the fourth year in a row. last year marking the fewest births in the u.s. since 1998. but there is a silver lining here. the slump for 2011 was just 1%.

tice is alive and being held by the syrian government. however, department officials have not confirmed the authenticity of this video. a military court has decided to hear more arguments in the dispute involving the accused fort hood shooter. army psychiatrist major nadal hassan has refused to shave off his beard on religious grounds. the army bans beards. hassan is charged with killing 14 people back in november 2009. norths in northwest minnesota say they're lucky no one was hurt by fast moving wildfires. up to eight fires were burning yesterday and hundreds of people had to evacuate quickly when the flames moved into neighborhoods. no word yet on when they'll be allowed to return. 5:51 now. this is going to be the time of year when parents notice that their kids are having a little bit of problems when they go to school the first few weeks of classes. things are new. some stress happens. leslie rosenberg is the senior vice president of children's

media for pbs and has some advice developing socially and emotionally. it's a big cog in the wheel of trying to learn every day. we all worry about it. what are the things we can look toward to ease the transition. >> these social and emotional skills are the most important predictor of success in school and life. pbs has a new media program based on mr. rogers neighborhood but it's for 21st century kids. the idea is to develop strategies and practice them at home with your children so when they become angry, frustrated, disappointed, when they're anxious about a new experience, they have a strategy they can use. >> some of the things we keep hearing for our 2-year-old is that the transition is the hardest, whether it's just you're going to color now and you move over to a counting game. even that little transition can cause some stress. so when parents get them home after the day, how can you sort of coach them so the next day

isn't so bad? >> 2s, 3s and 4s can be very anxious, we all can be when something is new. so one of the best things parents can do is talk about what you're going to do. so talk them through where they're going. the first day of school, the first trip to a doctor. the more you can prepare them and talk them through what that experience is going to be like, give them a chance to ask questions, almost act it out, role play, we even have games on our website where kids with role play the situations but be much more comfortable and feel a little more in control of that situation. >> like our little one, communication isn't like her highest order yet. so how do you do it when there's -- there may be -- these kids aren't ready to tell you everything that's going on. do you spend time with the teacher? do you spend time with other adults that are involved in the child's life to try to get more information? >> absolutely. the more you can role play and kind of act out these situations, the more they'll develop the vocabulary for them. one of the things we discovered

with some leaves down that will make for some slick conditions as well. it's going to get better this afternoon. some sunshine, 85 and just an isolated shower. football players are often referred to as warriors. >> but the redskins got to host some real fighters tuesday. the team held its fifth annual all-star survivor celebration for women battling breast cancer. the women got a behind-the- scenes tour of the training facility in ashburn and were also treated to some new clothes, wigs, makeup and got a chance to meet rg3, alford morris and some other redskins. cancer prevention is easier than you think. that was the message at empowering women on prevention last night at the national museum of women in the arts. experts in the field of cancer, health wellness and advocacy shared their thoughts on steps women can take to reduce their risk of getting cancer. the forum was organized by the prevent cancer foundation which was established in 1985.
